CAROLYN IRVING

Public Policy Specialist

Carolyn brings extensive public sector management and policy development experience to a variety of research projects at Rapid Context.  She is a former diplomat with the Australian Department of Foreign Affairs and Trade (1994-2014) and served in Canberra, Brussels, Brasilia and Paris (UNESCO).  She ran trade and economic policy sections in Brussels and Canberra dealing with EU-Australian relations, North Asia Free Trade Agreement (FTA) negotiations and WTO Doha Round trade negotiations.  She represented Australia in bilateral and multilateral fora (UN and WTO), including as deputy Agriculture Negotiator in the Doha Round and as co-chair of chapter negotiations for Australia’s China, Japan and Republic of Korea FTAs.  She was deputy Head of Mission and periodically Charge d’Affairs at the Australian Embassy in Brazil (2004-6).  Carolyn has French and (Brazilian) Portuguese language skills.

 

In addition to her role with Rapid Context, Carolyn prepares training materials for the Centre for Political and Diplomatic Studies (CPDS), which offers specialist courses to diplomatic training academies and foreign ministries.  

 

Carolyn will shortly complete a MA in linguistics, updating her expertise in social research methods.  She is based in Tasmania.  She is a member of the board of the Hobart Women’s Shelter.
